While the wheels are still off but with the axel and brake assembly – without the pads – attached to the legs, it is a good time to markup and pilot drill the wheel pants. Then drill and tap the brake plate and you will be ready to just screw on the pants when all is finished.

I used a laser level to set some reference lines on both sides of the wheel pant and then marked off all the cutouts and hole locations.  I rough cut everything and then fitted them in place.  I drilled the four pilot holes in the brakes, upsized them and tapped them.

I also installed the brake arm, fed the cable through and attached the cable ends to the lever arm.
