So I had to do some rework and test new paint.  First I sanded the two main panel pieces down and washed them down. Really just the same steps as last time.  This time I just used Rust-O-leum primer and it worked great.  I covered it with flat black – visible in the last picture.

Pictures three and four show the scat tubing hooked up to the eyeball vents and just set in the panel. The third picture shows the mods to the eyeball vent I made. The aluminum vent had a round mounting flange that has been cut down top and bottom to fit in the panel. I also epoxied, a plastic flange I cut off of the piece that supports the Vans plastic eyeball to my aluminum eyeball. This makes it easier to mount the scat tube.
