Even with the wingtips removed, I still had limited access to the hinge half that gets attached to the stabilizer.  I did have enough though and after careful alignment and even more careful drilling, the elevator is tacked in place with several clecoes holding it firm.
      The first picture shows the right elevator all pilot drilled. All of the pilot holes are done in the second one.
